slow wiper blade

92 civic the wiper blade is very slow and weak recently.is it the fuse or i need a new wiper motor.please help,thank u

I doubt the fuse will cause hesitation. Is the motor getting 12v?

If you run power and ground wires directly from the battery to the wiper motor, does it now run at normal speed?
