Sloshing steering rack when turning wheels with engine off?

Default Sloshing steering rack when turning wheels with engine off?

Just replaced all tierod ends on the 93 civic ex and noted that when i swing the tires side to side, i hear a sloshing sound. Granted the engine is off and the steering wheel unlocked with the car's front end up on jack stands. Is this normal because the steering pump is not pressurizing the system? No liquid was in the boots and the resoivoir is full.

You put new inners on also? Yea that's wierd. Your semi pressuring the system when car not running and turning the wheel. Verify no air in system and go from there. Other if its the rack someone on here prob has one

Yep, new inners and outers, wheelbearings, new boots and a ball joint. Sounds like someone is rolling a bucket half full of liquid slowly back and forth when I push and pull on either side tire
