and on the driver side it works it can roll down all the windows

Where the wire harness passes from the door to the cabin is a common location for broken wires.

If you take off the fender you can get to the wires pretty easily i have the same problem in my 98 coupe you just have to look close because the insulation may not be bad if a wire has a really bad kink or anything check it and you can check online for the wire colors

Wreck or not the wires could be broken inside of the door hinge area within the harness.

I don't know why, but I see this more on 96-00 Civics than any other model at my shop.

interesting. didn't realize the problem was a common one. i assumed my issues were entirely related to the cut wires but i'm not sure. the individual wires themselves are kind of loose within the connector in the door, and i'm not sure really how to better secure them. (hot glue?) i've soldered and heatshrunk each wire that had been severed and still i can't move the pass window or lock from the driver side controls. the window worked intermittently but after fixing each wire it now doesn't work at all. the speaker doesn't cut out anymore that's about the only positive of all my effort lol. sucks that you have to remove the bumper, sideskirt, and fender just to gain access to the harness.
