Question about OBD-1 and Emissions test
I have a 99 Civic that I just swaped a 99 GSR engine into. I had the swap done at a shop. I went by there today and they said that the ECU that came with the engine would not work with my 99 Civic wiring harness because the plug will not fit in the slot on the ECU. They said I would either have to get an Si ECU and wait a couple of days forthem to get it or I could convert to OBD1 so I decided to convert to OBD1. I was wondering if my car will still pass VA emissions?

So if I understand you correctly, you said your car is now OBDI.
If so, no you won't pass emissions if they plug up to the OBDII port. It won't connect at all.

Yes it is OBD1.

How are OBDI cars tested? Couldnt I just tell the tester that my car is now OBDI?

Like I told you in PMs, no, you can't just tell him it's OBDI now. That's technically illegal and if the guy who does your inspections wants to keep his license, he can't pass you if your county does the OBDII port testing.
EDIT: They still put the sniffer on the OBDI cars for the time being. I hear they're going to be doing away with the OBDI emissions testing altogether before too long.

I dont recall them using the port testing. Like I told you in the PM's The last time I got my car tested in 2004 they used the sniffer.

I do have an obd2 p72 ecu but they said it wont work with my wiring harness so I would have to get an Si ECU or convert to obdII, those are the only options they gave me.

man.. im having trouble with that **** too... if ur call is a 96 or 97 above... then you must have a OBD2 in ur car... when you do a inspection.. they plug this 1 **** into ur car like wat he said... in the driver seat under the steering wheel... if you convert it to a OBD1.. HELL NO you aint passing for ****... unless you get that **** swap out left and rite everytime you get it inspect....

You will not pass emissions OBD-I tests the pressure of your gas cap and also you hydrocarbons (unburned fuel) in your exhaust. At least in here in Chicago they put a long stick in your exhaust to take the hydrocarbon reading.
OBD-II is classified by the year of the vehicle and that is how the state looks up by the year of the car to know if it is OBD-I or OBD-II
