One high beam on the other a low beam 98 civic
Just picked up a 1998 civic ex and when I turn on the lights the passenger side is a high beam and the driver side is a low beam.. I switch it to he high beams and the drivers side turns off and the passenger goes to low beam..
Did the previous owner fry the wires at the lights and wired them back incorrectly? Any help would be appreciated

Check where your light socket connects to the bulb and check the wires, trace them back a little ways and see if they have been cut anywhere. IF so, wire it like it should be, just wire each one up to the same color.
Also check to see if the bulbs are the right ones.....

Ok will check the wires. Also wanted to add that I changed bulbs and the exact same thing happened

It's gotta be a wire issue somewhere, You might have to trace the wires all the way to the switch to find something.

I was just about to ask if there was any more ideas before I pull it into the garage tomorrow. Thoughts? Or it must be crossed wires?

They are stock lights and bulbs.. I have already tried another set of bulbs with the same results.

THey use to and induce that problem,but you can fix it.
