Oil changed my idle speed

Oil changed my idle speed
Took my car in for an oil change and when i got it back it idled at 1500+ rpm's.
When I start the car, it idles REALLY low and rough for about 3 seconds, then jumps to high rpm's and stays there. Happens when engine is cold and or hot.
Why would this have changed after an oil change? My best guess is its vacume related, but where do i start to diagnose the problem.
Almost forgot to mention its a b16a2 engine using an obd1 p28 ecu

if it idles low then high, could be a ECU problem, ****** with the IACV. vacuum leaks are easy to find, spray carb cleaner around the engine bay, look for something sucking it in.

Same thing happened to me when I first changed my oil myself. I accidently knocked the vacuum line from the cruise control off the back of the intake manifold. My car idled high and felt like it was always gonna stall.
