Not your average PO505!

Alright heres the story, 2000 Civic Si with OBD2 JDM GSR, Im not sure what the heck is going on here, this problem doesn't seem right.... I NEED to pass emissions so i bought a 1998 p72 ECU, with my JDM OBD2 p72 car runs perfect no check engine lights vtec works and IAB's do what there suppose to and car idles around 750-850 rpms. To temporarily convert the JDM GSR to pass emissions i did the CKF trick so i did not need to install a USDM oil pump, trick btw works perfect, i routed the vacuum lines to what i thought was the correct order for the emissions, i am using a the stock JDM intake manifold, and connected the emissions sensor (purge solenoid) to my stock b16a2 harness, now i randomly tried using the b16 obd2 ecu needless to say i got a PO505 and some erroneous codes, i opt to buy a usdm obd2 p72 ecu now just getting a PO505 when i get to the emissions station and they hook up to run the test, bing light comes on and code pops up. THis is where stuff gets tricky.... I had the same problem with my 1st JDM P72 ECU and Hmotorsonline gave me a replacement which has worked perfectly fine, now what doesn't make sense is the USDM ecu's keep running this code.... Another thing there is a nipple near the throttle body but located on the intake manifold and according to the vacuum diagrams this should be a emissions vacuum line hook up, thing is JDM engines have no emissions and when i run a vacuum line from the purge solenoid to this nipple idle goes from 750-850 down to about 200 rpm's and idles nasty. My only theory is that that might be for cruise control in japan but i honestly dont know. Im stuck and i just need to pass emissions then im going to put it all back together because it runs perfect with the jdm ecu. Another thing i have done the ALL-DATA repair flow chart for this code and it boils down to telling me to start adjusting the fast idle screw, the screw is almost falling out and i only have about 500-600 idle if im lucky. Im screwed i honesty dont know. If anyone can help me out that would be much appreciated.
