My 1994 honda civic lx sedan check engine light stays on
I used the paper clip method to check the code to see whether it was going to be long flashes that count as 10's or short quick flashes that count as 1's but my check engine light stayed on but it didn't blink at all instead it was my SRS light that stayed on and continuously blinked short fast blinks but after I counted 100 of them I stopped. Can anybody tell me what's going on? why my check engine light didn't blink at all and why my SRS light was doing that?

Meh, already prepped the images, so here ya go. Follow this diagnostic flow chart. If you get stuck on something, let us know. Also, do yourself a favor and make a video of the SRS blink codes. Upload it to Youtube and post it here so we can help you read the codes. Use a smartphone. If you don't have one, find a friend with one, and then come join the rest of us in the 21st century.

My check engine light comes on regularly after I crank up the car and it is idle for so long or after I have driven it for so many (miles 5-10) or if I end up stopping at serval signal lights.
When my car is turned off and then crunk up the CEL light always resets itself and turns off after being crank then follows the same pattern again.
When I take the paper clip out the Cel light does not stay on.

No. it will not store ecu codes. Every time you do key-off, key-on, memory resets and the ecu goes through all the electrical connections to check for faults. If none are detected, the CEL will go off after 3 seconds while the main relay is on and primes the fuel pump. If it detects a problem, the light will stay lit. Codes are only STORED in hard memory in OBD2

I just drove my car until the CEL came on and there was one long blink and 7 quick blinks which is error code 17. My SRS light also blinked while I was doing this?

So your VSS is showing intermittent failure. Clean the connector, make sure it isn't corroded to **** (common problem with the age of these cars), and see if the code comes back.
As for the SRS light blinking, I'll say it again. If you can't figure out how to read those blink codes, make a video of them, post it, and we'll try to help you.
