Is it perfectly fine to tighten the lug nuts after removing the tire without a torque wrench?

Well if you want to keep your alignment strait you should. Hondas need about 80lbs of torque. You can buy a cheap Torque wrench for like 20bucks if your still too cheap get an 80 pounder to sit on your wrench. If you dont put on your lugs right alot of things can happen so its up to you to take the risk. You can't always be sure that they are all on right.

not torqueing (sp) your lug nuts down equally can cause your rotors to become warped and at high speed braking you will feel the tires shake through the steering wheel and brake pedal.
