Ignition on relay just clicks, no start?

Ignition on relay just clicks, no start?
I have a LS emotor in my EG with a obd1 wiring harness, and a LS p75 obd1 ecu.
I looked at all my fuses near the battery, and they are all good, but when I turn the ignition to start my car the starter doesen't even turn. I do notice a clicking sound near the fuse box, and it sounds like a relay?
However, I Have tried to jump the starter while the ignition was in start position by jumping the positive to the negative on the starter. The starter turns, but the engine doesen't start it puts fuel in the ehaust manifold and blows fire (running open headers). I have also tried to use another battery and boost the battery I have in my car because its a little low 11.83v I also tried checking for codes, but I get no lights.
Anyone else have this problem , I'm open to suggestions.

could it be your starter? check the spade connector going to the starter to see if it's in all the way. usually if that is not in it will not click or anything when you turn the key.

Yup, I checked the negative side (spade terminal) to the starter, it's on there good, and I get voltage from the spade terminal to the hot wire on the starter.
However, the starter does seem to be working I can get it to start when I jump it.

take like a broomstick or something and place it onto the coil of the starter and use a hammer to hit the other end. do this and then try to start your car and sometimes it works. worked for me .

hrm, that doesen't sound like the problem being that the starter works when I jump it directly from the battery.

check to make sure that you have the wire connections hooked up to the proper ones. I'm trying to remember the ones, but it has to do with your 02 sensor and some other plug that is very similair. We did this on a friends car, and had the same issues, we eventually got too much gas in the engine and it flooded the one chamber, too the point that it was full of an inch of gas. Luckily it was just the starter turning it over, thus no damage. If i remember we had pulled the o2 sensor towards the back of the engine bay, passanger side. So i'd start there.
