Looks like a gutter for the water that comes down your windshield onto the cowl.

i mean the foamy looking white thing..

i belive that water is getting into my car through this.. didnt know if there is supposed to be something besides the wiper cowling covering it..

I believe there is supposed to be a black plastic cowl that covers that area up between the hood and the windshield. The white stuff I imagine would be a filter for the air going through your defrost/air vents.

It looks like S2000s have a pollen filter aka cabin air filter right there. It's covered by a piece of plastic though.

I can't find anything like it listed for a 5G Civic though. Not EDM or USDM.

This is the one on the S2000.

Whatever it is, it's not supposed to be there. The wiper cowl is the only thing that is supposed to cover that. It can't get water into because the sides are raised, and there are drain tubes.
If you're getting water in through there, it sounds like you are using your defroster (which uses your AC) and the drain tube for the condensor is clogged. Lemme guess. Wet carpet on the passenger side? It'll either be that, or if it's sweet smelling, you have a leaky heater core.
In any case, get that white thing out of there.

1) it is supposed to be there.. it is a flap that moves when i put the car on the different blow settings.. inside or outside air.
2)i dont have ac so i dont know how it could be draining in my floor board.
3)it smells like moldy carpet.. dont know if thats considered sweet or not.. but my car loses no water/antifreeze so i dont think this is it..
4)it is both the driver and passenger sides of the car.

****also, the only time it gets wet inside the car is when it rains.. so i dont think it has anything to do with the ac that i dont have or the heater core..

i have held a hose everywhere and cant figure it out

The black piece is a wiper cowl. Notice the photo I posted looks nearly identical, only it has the wipre cowl (which I asumed the OP removed) covering it along with a half sized cover too.

I'm pretty sure it's supposed to be there...

its a cabin air filter
filters all incoming air befor arriving into cabin
