How to get the the belt tension pulley?

Default How to get the the belt tension pulley?

Tried searching but could not find my answer.

Bro has a SOHC ZC in his 93 hatch. The timing belt is loose. Does the lower belt cover need to come out in order to access the tension pulley? We took all the bolts we could see from the top and it is still stuck on.

Is the tension pulley the first one below the cam gear on the intake side? Sorry but I am only familiar with my car. We do not have a service manual yet for his car yet.

We would really apprecaite any help/info. Thanks
