I got the same problem on my 96' civic dx. Does anyone have any idea on how to fix this problem? I have a d16y7 block with a y8 manifold & y8 head with y7 throttle body. Time to Smog and im trying to make it smoggable from mini-me back to stock without changing the y8 or y8 manifold. the CEL throws a p0106 code (manifold absolute pressure/baro range performance problem). The car starts up fine but idles at 2K rpm, and then goes up and down from like 1K to 2.5K. I have already checked for a vacuum leak, couldn't find any. Car sounds really rough at idel. Unless the MAP sensor has gone bad all of a sudden but it was working just fine before. any help would be appreciated.

IAC is that 3 wire job, which makes a buzzing sound when key on engine off
I'm getting P0106
Using a multimeter I've tested, at the MAP (disconnecting the wire harness and lightly touching so as not to damage it), the Yellow/Red wire for 5 volts and got that.
I've also tested the Green/White wire for ground and got that.
Then, going to the ECU and back-probing pin 3 on connector D (the MAP signal) I only get .371 volts (371 millivolts) with Key On Engine Off.
You're supposed to get something like 2.5 volts (plus or minus 1 volt).
I've tested the signal wire itself for continuity and there was continuity from the MAP to the ECU (but that doesn't necessarily rule out a short somewhere when the engine is running, or when Key is On...?)
I feel like there must be some connection with my MAP's strange .371 volt reading at the signal wire and the IAC making a strange buzzing sound with Key On Engine Off.
When I start the car (very difficult to actually get it to start, I need to spray starter fluid into the throttle body, on and off, until engine warms up/IAC kicks in), the IAC makes a loud hissing sound - LOTS of air passing through it!
Then the idle rams up from 1500 to 2500 before cutting and dropping rapidly, going back up again (and keeps repeating up and down).
Checked for vacuum leaks. Assumed I had one at intake manifold so replaced that. Checked all hoses I could and tried my best to find vacuum leak using starter fluid and spraying and listening for a change in idle but couldn't really find anything...
Anyways...
That very low voltage at ECU of the MAP signal wire is concerning and I'm not sure what to do about that...

You've done the tests: code p0106, low voltage measured at the sensor, but sensor power and ground OK (though it is best to back-probe those as well so you're testing under load). What to do next would be to replace the sensor. You can probably find one at a junkyard as they don't go bad very often.
