gas tank problems?

gas tank problems?
i'm driving down the road, car begins to die (drops rpms), everything is working properly, and it has down this 3 or 4 times, and i noticed it does this when i'm about 1/4 tank of gas. it acts like there isn't any, i push the clutch and down shift, drops rpm's still, i went from 45mph down to 15mph then boom, it picks up no problem and drives normally, i head to the gas station fill up and it stops doing that. but, 1/4 tank and again it suddenly does it randomly, so i hit up the gas station again and it runs fine. my only CEL code is 41 (primary 02 sensor) which is not plugged at the moment because the harness of the o2 sensor got snipped, but i'm not sure if this is the problem, i think its something going on in the fuel tank. the fuel pump btw is brand new only about 2000 miles on it cause i replaced it when it first did this ****. but it still continues. i checked fuel lines and they are fine, no leaks. the fuel filter is brand new after my swap which was about 4000 miles ago. should i drain the fuel tank and take a look?? any suggestions to anything thanks!

oh i forgot to mention, i did research this topic and it was never actually concluded. you can research it yourself and let me know if something i did is missing. thanks!

bad fuel pump or dirty fuel filter would have been my guess.

Edit: When you were at a "1/4" how much gas were you able to put back into the tank (should be around 8-9 gallons) ? Maybe your gauge is going bad, or the float in the tank is getting hung up causing you to actually run out of gas but you needle is still telling you that you have a "1/4" tank left.
