Default Fluctuating Idle Problem - 2000 Civic

So, here's the issue I'm having with my 2000 Civic that I just bought.

I just picked up this civic a few nights ago and it's a 2000 EX model, with a D15B7 motor in it. (92-95 dx motor in 2000 civic body )
Intake manifold is a P06 - HF - 5 ( DX model ). The IACV has 2 wires going to it.

I am getting a fluctuating idle from about 1500 to 2000 rpm up and down.

The ECU that I have plugged in now is a P2E ( OBD 2 ). Someone said that if I have an EX wiring harness, and my idling is doing that, then it's either a bad IACV or bad vacuum leak. And he proceeded to mention that if I didn't have an EX wiring harness, then to repin the P2E ecu?

I've already checked for power to the IACV and have already cleaned it with throttle body cleaner and to no avail, it was still going up and down.

Would going to a P06 ( OBD 1 ) ecu solve this problem? Any advice/suggestions are appreciated! Thanks in advance.

UPDATE: The B plug for the EX wiring harness has already been repinned. I guess the previous owner repinned this, so I'm thinking it's a bad IACV

Did you try cleaning the FITV? Mine was having a little bit of a lumpy idle too and it turned out that was the problem.

Word im having the same problem im get a p1509 code. Have you check everything

Have you checked to see if your getting voltage to the iacv?

sounds like a jumbled electrical mess... This car has had this bouncing idle since you bought it, right?
