It's possible it just needs a recharge. But if it needs a recharge you need to find out why. Either they did a swap or something and had to discharge it, or maybe there's a leak somewhere. Does it look like all your A/C components are there?
Turning on the A/C on the climate control dash makes the RPM go up and down.
It should because your A/C compressor is run off your driving belt.

I dont think you looking at the car at night had anything to do with your mechanical experience level.
Many of these things would of been red flag day or night.
1.) invest in or download a good maintenance manual for your specific model year.
2.) besides a dealer, a wrecking yards and honda online parts web sites will provide hardware and seals and a fraction of the price a dealer would charge.
3) This site will get you touch up paint.
http://www.automotivetouchup.com/
4.) carpeting http://www.stockinteriors.com/
5.) AC has nothing to do with your heater. A recharge is the first step.
6.)Oil... use the regular standard oil as perscribed in the service manual.
No need spending extra money on a synthetic when you have so many other issues to take care of already.
Looks like you have your work cut out for you.

But to answer your question you COULD just refill it yourself with those R134a things they sell at places like Auto Zone. But if it's not working now, you either have a leak and there's nothing in there at all, or it's possible you have a bad component.
I'm certified to work on any and all A/C appliances so let me know if you have any questions. If you have a set of manifold gauges I could really help you out

For parts, nuts, and bolts, check out Majestic Honda. They'll ship damn near anything. The shipping time isn't the greatest, but they're a dealership that doesn't rape you on price. You can also use their site (along with some Googling) to find correct bolt sizes, pitches, and lengths to go searching for comparable replacements. Also, they have those trim pieces you're talking about.
This is the carpet I'm actually halfway through installing in my Sedan. Absolutely zero complaints. See if the seller has something that will fit your car, too. Do yourself a favor and go to a sewing shop to buy some HIGH QUALITY upholstery shears - you'll need them.

Re: Everything About my 1999 Honda Civic EX
You are asking a generic question about lowering springs.
If you dont have the ability to read what has already written and make an informed decision then i dont know what to tell you.
There are many brands with different coil rates.. lowering heights.
Its up to you to determine what you want and what your budget is going to be.
Your questions have been asked many times over and the answers are on the HT forum.

I believe i have never been hoodwinked by a spring company.
So if they say their springs will lower X amount of inches you can take it for gospel law thats what you are going to get.

How about you get all the major deficiencies repaired BEFORE you start talking about frivolous items like lowering springs?
Get your priorities straight.

FYI, it's generally a good idea to continue posting new information, rather than just updating the OP. That way we can have a running tally of what's done, what isn't, and what still needs to be answered without having to sort through the entire thread.
