Default Is the European EJ9 Civic Immobilizer in the ECU?

Question: Is the key of an ej9 coded directly to the immobilizer unit found in the ECU? or..
I saw that the ring that detects the chip in the key (around ignition barrel) is wired down to a module attached to the panel under the steering wheel.
It goes from there into the wiring network where it inevitably needs to give a signal to the ECU.
my question is.. is it this module that recognizes the key and confirms to the ECU or is it the ECU itself?
I'm wanting to replace the keys and locks in one car with those from another (junk) car. I don't want to replace the whole ECU if it's not necessary.

I believe the euro civic did have the immoblizer. You'll need the red key to program. GL on finding a way to disable it.

Suppose I could get an ECU from the states. I'll be coming to Texas this week, but which ECU will my d14 run on?
Would be interesting to try it..

If I'm not mistaken the D14 uses SFI (Simplified Fuel Injection) which doesn't translate to anything over here. I think those cars used a weird two plug ECU as well.
