i can't seem to find a bolt on there to make the bracket pivot to remove the belt. i removed the p/s belt but can't seem to remove the air conditioning belt. i referred to my manual but it is for a 92-95 civic and the layout is different for the 98 civic.

Somewhere on it, there is a tensioner, not on the compressor, but above it, right next to the side of the block. The tensioner can be raised with a 10 mm wrench to tighten it up. Or actually, I think the last time i did it, I actually loosened the bolt on the tensioner, and it came off that way. The power steering really makes it hard to do this, so if you can unbolt the ps pump, and move it out of the way, it would be easier, and only takes 2 bolts and 1 wingnut anway.
Well, that's how it is on my 94 ex anway. I think the d16y8 is pretty similar.
