93 civic hatch with LS swap. CAR WONT TURN OVER ISSUE

93 civic hatch with LS swap. CAR WONT TURN OVER ISSUE
been having this problem where the car would just randomly shut off while driving. then it came down to the point where it wouldn't turn over anymore. I've checked all of the below and still no turn over???
yes it has gas
no it doesn't overheat
no oil coolant mixture
battery looks good,
just replaced dizzy with a new one,
im getting spark on all cylinders,
checked the main relay and its good,
ignition coil is good,
but now today i took off the timing belt cover and checked the timing belt and its a little loose on one side....would that prevent it from turning over???
please let me know your inputs if this is pointing me in the right direction and thanks in advance.

fuel pressure is good. igniter is good.....til this day the car still wont turn over. it'll crank tho.....still clueless if the looseness on the timing has nothing to do with it..........
