Default Car bogs at 2600rpms and idles at 2000 rpms??

Friend of mine is having this problem on his 94 del sol lsvtec. Car has chipped p06 ecu street tuned by previous owner himself, vision motorworks 65mm throttle body with skunk2 first gen intake manifold.

This is his problem:
whats happenening is that I turn the car on and it idles fine, but when I press the accelerator as soon as it reaches 2600 rpms the car will bog down and drop rpms and return to idle, if i hold the gas steady at 2600 rpms it will bog then return to 2600 rpms and back and forth consistently, while the car is moving the engine will suddenly lose acceleration and with moderate and steady gas pressure it will kick back in after a short time, anytime I depress the clutch pedal after accelerating, the rpms will dip very low and then resume at idle speed and upon acceleration again, it doesnt register any increase in rpm for a short while and will kick back in suddenly. When i turned it on this morning for a bout 10 min it ran fine, shifted fine and I could smoothly get through the gears, after one lap around my street I parked the car and came back to it 20 min later and it resumed this problem

Now, before the car would idle at 2k rpms normally, and when he plugged the iacv hole on the throttle body with his finger the car sputtered and almost died out (how to diagnose a bad iacv from team-integra website). He replaced the iacv with one from a d15b7 del sol and it started doing the above a week later. it does have a sticky throttle hinge which feels hard when you try to press it down, AND if you press it back to close it the car will bog down and then idle at 1400 rpms. He cleaned out the throttle body and noticed the hinge had/has been scraping since it does have inner wear on the wall, the throttle cable has a little bit of slack so its not too tight, the throttle has a fast idle bypass, and the idle screw is all the way in. No sign of vacuum leaks, coolant system was burped, when iacv is unplugged car will idle around 1400 the car normally idles around 2k, sometimes 3k when it gets real hot but when you give it gas it will go back down (throttle getting stuck prob)

My assumptions/solutions are:
It could be a bad Idle Air Control Valve (replace with one from junk yard or ebay)
The throttle body hinge IS getting stuck (replace throttle body or spray wd-40 on the hinge and see if it feels easier to press down)
The oxygen sensor is bad ($25 on ebay)
The ecu could be messed up (need a obd1 p30 or obd1 p72, just borrow a friends ecu for a day and see if it makes any changes or if he experiences -the same things he is)
The car could be off timing and just needs simple adjusting (need a timing gun tool and look for a DIY honda timing on google)


If anyone else has any ideas/solutions please let me know

we have no clue. Like i said, previous owner messed with the basemap so he has no clue whats on it.

hmm id try using a diffrent ecu or tune to get that off the list. dont really wanna beat on a car with out knowing the tune also. so id start there and c how it goes

Thing is, the car ran fine (besides the 2k idle) up untill a week after he switched the iacv from a d15b7, since the skunk 2 mani has both wide/short bolt patterns I dont think it makes a difference but i could be wrong.
