Boring Brake light question

Boring Brake light question
This is my first post on this forum so if I miss something please go easy. I just bought my first Honda (93 Civic DX) last weekend and am having a brake light/horn issue. I have no brake lights at any time and the horn does not work. Here is how my troubleshooting has gone thus far:
*I bought a manual and I understand that they both go through the same Fuse in the engine bay fusebox. I swapped the fuse and checked power to both sides of the fuse and have good power.
*I checked and replaced the brake switch. I found no power at either end of the brake switch wiring.
*I checked the brake light bulbs and all are good, no power present at tail lights.
Has anybody had a similar issue? I read one post with the exact same scenario but his was a simple fuse replacement. Could it be caused by a bad Horn or horn relay switch? The only positions I haven't tested are the Horn circuit (believe they are separate once they leave junction C417) and the key interlock switch. This would be a lot easier if I knew where the C417 junction was. Anyone have some insight?

The only ground that I could find in the wiring diagram is one in the trunk. I assume that this ground is still good because all of the other lights work properly. I would also get a positive power indication at the bulb even with a bad ground.
One other thing of note is that an aftermarket alarm (audiovox prestige) was installed that could be causing the problem but all options seem to function. I would really like to know where the C417 junction is if anyone knows.
