99 Civic Heater/AC/Blower Fuse Blowing

Default 99 Civic Heater/AC/Blower Fuse Blowing

My EJ8 doesn't have AC but it does have heat and the blower will blow room temperature air when ac is on. But recently I noticed that my heater has not been working as well as my blower. I do not think my instrument panel for the ac/blower/heat is not working as well. Fuse 17 keeps blowing so I am guessing there's a short somewhere or is there something else that's wrong? Is there a common place for this to short? Does anyone have a wiring diagram for the route where the blower/ac/heat goes?

Does removing, one at a time, the compressor clutch relay or the condenser fan relay prevent the fuse from blowing?
