Re: 99 civic fan relay
Yea i clicked it and read thoroughly. Ill have to get a voltage meter. I just have a test light handy nothing else. The 20 amp fuse was still good when i pulled it out.

A test light is fine for testing fuses. If the installed fuse had voltage on only one of the two top test tabs, then it is blown. Replace it with a good 7.5A fuse.

Re: 99 civic fan relay
Ok maybe i am confused on what 2 tabs you are referring too then. the fuse i pulled tht was in spot 17 was 20 amp. and it has a spot to test if its good. One testing spot on each side correct. Now when i tested the fuse without removing it the light lit up on both sides. But pulling the fuse and testing the spot where the fuse goes only the bottom portion of the cavity lit up. And i think im doing everything right according to the test fuse sticky in your signature

Now check whether the fan relay in the hood fuse box gets voltage from the Blk/Yel wire via fuse 17 with the key in ON(II).

The diagram below shows terminal 1-4 in the relay. When you remove the fan relay, the corresponding terminal 3 or 4, probably terminal 3, in the hood fuse box socket should have battery voltage to body ground with key in ON(II).

Re: 99 civic fan relay
Okay ron i checked the relay socket. With the test light grounded to the negative on the battery i have power to socket #1 in your diagram. Thats it. But i made a jumper from socket #1 to socket #3 to kick the fan on while the car is on. It also makes a clicking sound from within the fuse box under the hood. Even while the key is off. Also the blower inside the car can be turned on with the car off and the key out
