99-00 Civic Horn not working?

99-00 Civic Horn not working?
Im trying to figure why my horn is not working, I checked the fuse box where the horn fuse is and its fine.
Whenever I push the button on the steering wheel there is a clicking noise coming from around the driver side fuse block, almost like a relay opening and closing.
I can't find it and I have no other dash lights and everything else that is on that circuit is working fine..Im Stumped?
Any ideas?

I really wish i could just get one of those horns but sadly I need the horn to work for state inspection.
And now sadly there is about 3 inch of snow on the ground and I have no garage to work in

If you hear the relay clicking than the switch is fine, horns do go bad, un hook the harness from the horn and put a test light on the wires, have a buddy hit the horn, if it lights up than you need a new horn

thats what I was thinking, back of mind kept saying the car only has 70k on it but stranger things have happened.
as soon as the snow melts i will get in there and see if something is loose or the horn is bad.

99-00 is just like 98 , 1 wire horn and it uses the horn mounting braket as a grounding source , i know this because i went to the junkyard and pulled a 97 horn and its a 2 pin plug not a 1p, get a long wire and unplug the horn , leave it mounted as thats the ground , run that wire to the positive side of your battery and then to the horn if the horn works ill bet its the wire in the cable reel or the connection inside the relay ! just because the relay clicks does not mean 100% that it is good , i know people that pop the plastic covers off the relays and fix them so to speak , its just basic electricity inside of plastic !

I should of clarified that, I did say switch not relay, like the guy above said it could be bad as well, its usually easist to start at the problem part and work away then to start at the power and work towards it....99% of the time

run power to horn relay . apply power to the + side going to the horn. if it sounds its either your horn buttons spiral cable behind wheel.

I as well have a 99 civic and the horn just stopped working.
With a volt metre, I checked the fuse for continuity, it was good.
as I'm not sure whether it is a ground or power seeking source, I checked for both, from the fuse to the horn's harness and from the harness to ground.
Neither had continuity, so i can only presume it would be a bad wire.
And as well, everything on the same fuse circuit still works.
Any thoughts before I go tearing out and replacing all the wiring?
because I really don't feel like removing the air bags just to get the horn working.

I ran a wire from positive to the horn and it sounded off.
When i turn on the ignition and press either of the horns buttons there is no power coming from the plug, and i don't hear a click from any relay.
So from what I've gathered, it's either the relay or the wire in the steering column.
If it's the relay, does any one know which one and where?
