Default 98 civic headlights need help

So the previous owner installed some kind of hid angel eyes or whatever you call them kind of headlights on my civic it's a 98 ex 4 door automatic vtec... so what I find really odd is that theirs a wire going from the most inner light on both after market headlights that are connecting the two together and I have no clue why this would be done what I am having an issue with is that 1st it'll take a few minutes till the lights actually work enough so I can see the road then 2nd after driving for about 45 minutes they'll dim out and it's always the same thing every time I have to drive at night...
I tried Google and YouTube and can't figure it out and now I am trying on here I hope that someone can help me out so I don't have to keep blinding people when I am driving cause its forcing me to use my high beams at night so I am avoiding night driving as much as possible for now...

Is the unit completely sealed? Where does the wire go on each unit? Connecting to a bulb or to a ballast or directly into the unit? If you don't see a ballast box connected to it at all it seems that its for the angel eye which is most likely an LED. The wire could be a ground or the prev owner just wired them up in series to save on cost of running separate wires. Or the wire could have nothing to do with your issue. Can you take pictures and post? Might be best to dismantle it all and start fresh. If something looks fishy that probably means it wasn't installed right in the first place.

It has two ballest... they are hooked into the original headlight wiring too I noticed that they must have done that save on wiring thing cause I noticed that they share power but then their both plugged into the ballest still... oh and don't mind the engine I'm putting a new one in.

OK looks like the wires connecting the two sides plus that relay is for an HID system. That is normal. HID's in my Durango are set up the same. The two sides are connected simply for control. The fact that they are slow to turn bright are a side effect of "High Intensity Discharge" headlights. Kind of like a high power halogen that needs time to warm up. The way they dim could be due to heat and/or a shorted ground. Check the connections and mounting points for the ballasts. Also I think you may be missing the rest of the long block for this bad boy

Agreed. Fix that wiring and go from there. Too many times I have seen a crappy splice or loose connector be the problem.
