96 civic smog issue

96 civic smog issue
hey whats up guys,
my car didnt pass smog couple days ago.. last time i smogged was 2 years ago and i had to replace the manifold/cat.. brand new... now that cat isnt smog legal in california wtf
everything was good.. just didnt pass visual because there wasnt an eo number on it
ive read of people welding a plate with number.. stamping them... ect...
any ideas? dont wanna buy another one.. they dont come cheap
