I had a question about the fuel rail and crush washers as well as the fuel damper that looks like a gear kinda ,,, when taking IT apart off of my d15b7 do I need to just replace the crush washer and I can re use my fuel damper for the end regulator cap ,, or do I have to replace both the crush washer and fuel damper I was doing a mini me swap and it pissed out fuel so this is why I'm asking

Your description is a little challenging to know what parts you are talking about.
I can advise that all crush washers are supposed to be replaced every time.
Please use the picture below to call out part numbers for the anything else you are talking about. It might be a bit easier to understand.

Re: 95 civic DX fuel rail help
Exactly where is it leaking?
If it is coming out of the end of the damper, where the little plunger is (usually under a plastic cover), you need to replace the damper. Otherwise that part is reusable. If it's at a crush washer, try reassembling with new crush washers. You need exactly one washer on each side of the banjo fitting (which has the hose attached).
