94 Civic (SRS Light is on & horn doesnt work)
Recently my horn stopped working on my 94 Civic and the SRS light constantly stays on even after resetting it. I use to have an aftermarket steering wheel, but its now removed. I reinstalled my stock steering wheel and everything was working fine horn and no SRS light after reset.
Now after about 4 months the SRS light is on, and the horn doesnt work. One thing did happen though. When I made a complete U-Turn to the left side the horn started to work again, then a week later it went away. So after that happened I pulled the stock steering back out to double check thingd to make sure there are no loose connections and everything is fine. Checked the horn relay and touched the 2 pins that comes to contact when horn is pressed and the horn works fine. I never messed with the buttons on the horn, everything is hooked up right. Still nothing. Im stumped.
So here is what I have tried to diagnose the issue.
-Checked all fuses and relay
-Checked all connections behind the airbag and steering wheel
-Reset the SRS light numerous times and it still comes back on instantly.
-Test Horn (works fine)
-Pulled battery post off a few times
Anything else I should be checking out?

Perhaps the "clock spring" or "cable reel" (two different names for the same part) is bad?
Aligning the replacement is KEY:
Note:
They are retarded expensive new - over $350.00 - so you might want to try and find a used one that is either still in the car, or is obviously taped so that it hasn't been spun (which would make alignment impossible) so that it doesn't SNAP! when you turn the wheel lock to lock.

It is absolutely your cable reel. Mine is starting to go (I'd swapped wheels 3 times). I was none to careful when I pulled out my cable reel and now I'm paying for it. I'll be hunting for another in a junk yard pretty soon myself.

I just installed a new one, and now SRS is gone after resetting it. But the horn still does not work now. I didnt install it by lining any markings or anything besides having it in the UP position(Didnt see the install manual until now). I left it how it was when removed from a friends car and then later installing it in mines.

Yes, I finally bought a new cable reel and installed it, as per the instructions that RonJ@HT posted. Horn works like a charm and the SRS light is out.

I have the same issue.. I replace my steering rack and now my SRS light stays on...I did not mess with any wires during my rack replace. Any ideas?

And if that doesn't fix your problem, swap cable reels. The wires that you didn't mess with are reeled up, hidden away in the cable reel (that's why they call it a cable "reel"). If you allow it to turn one too many rotations one way or the other when installing it, the little wires inside break and you get no horn and an solid SRS light.
