93 Civic - Fan overheating issue

93 Civic - Fan overheating issue
Hell everyone. I am having an overheating issue with my car that I can't seem to fix the problem.
Symptoms:
Radiator fan doesn't turn on and sometimes it does turn on.
What I have done so far:
I replaced the Fan switch
I replaced the engine coolant temp sensor
I replaced the thermoststat
Today the hose underneath my IAC busted a tiny hole. I have had surge in my idle during the overheating process.
I recently replaced my radiator with an aftermarket aluminum one, thus replacing the thermostat and the coolant hoses. The mechanic did a leak down test while the engine was cold and didn't find anything. He is suggesting to pull the head and checking it.
This is for a 1993 Stock Civic LX 1.5L
