If you have a 92-95 Civic with the stock ECU and wire harnesses, then do this test:
Unplug ECU connector A.
Turn key to ON(II).
Ground pin A7 or A8 in the unplugged connector.
Does the fuel pump always run as long as you keep the pin grounded?

Re: 93 civic 1.5 NO SPARK NO FUEL
Sorry
Guys it's a 93 GLi. 1.5l auto
The problem is intermittent right when I was about to give up for the day I flicked the Ignition on and off a couple of times. The second time I herd the pump prime and it started I moved it into the garage and turned it off then tried to restart it no prime no spark. Turned it on and off a few more times 3 rd time it primed and was able to run.
Seems like the relay but does that shed anymore light?
Should I still do the test above ?

Re: 93 civic 1.5 NO SPARK NO FUEL
I followed this post because I have no spark and no fuel, new distributor, known good ecu, and known good main relay
I have power at pin 5 and 7.
Jumping them ttogether does not prime fuel pump, when the key is on.
Fuse 24, and 13 are good.
Next step?
Again I have power aat pin 5 and 7 on the main relay connector and no other pin
