Car overheating--fans not coming on?

Car overheating--fans not coming on?
Got a 2004 Honda Civic dx with an overheating problem. I've replaced the thermostat, flushed the radiator, put in new coolant, and bled it for air bubbles. Car is still overheating.
it started a while back where it would start to overheat during stop and go traffic, but would cool back down once you started moving. Now it just overheats outright.
Here's something I noticed though--the car has two fans. I would *expect* that one of these would be a cooling fan that turns on once the car heats up. However, they are both running as a condenser (?) fan? They only cycle on and off with the condenser when the a/c is on. Is this normal? I have my suspicions that something is up with one of these fans not running like it should, but this is all pretty new to me. Does anyone know if my suspicions are correct, and if one of these fans should be blowing at all times once the car reaches operating temp (regardless of whether or not the a/c is on)?

Yes radiator fan should always kick on when at operating temp.
Sounds like a fan switch senor (on inside the thermostat housing, or radiator fan relay (underhood fuse box) check fuses, ghetto way to troubleshoot the relay is to swap with the other matching relay there's 3 that's are same part number and look alike. Both fan motors are working is your case... but in my case...my radiator fan would work intermediate/faulty, car would overheat at stops and only one a/c fan was spinning, so I flicked my radiator fan with my finger/stick and it spun. Replaced and no more overheated problem, been a good 2 months+

Unplug ECT switch and jump terminal in plug if rad fan turns on, [ign. switch on] replace ECT switch, if not, as mentioned the relay is most likely the problem, swap out relay and jump connector again, if that works replace relay, if not, supply power and ground directly to rad fan to see if the fan itself is the problem. 94
