AC doesn't work in hot weather

AC doesn't work in hot weather
I drive a 2001 Honda Civic EX Coupe manual transmission. My air conditioning works fine in cold and somewhat warm weather but when it's hot, my ac just blows hot air. If I start the car cold and turn on the ac, it'll blow cold for only about 3 minutes before blowing warm. I've tried cruising but once it goes hot, it doesn't want to blow cold anymore, only when my engine is completely cold. When I press in the clutch and idle, my rpm's jump from around 2000 down to 1200 and back and forth. This is only when the ac is on. When it's off the rpms don't fluctuate. I'm just wondering what the issue is. Any ideas?

Have you ever tried charging your system? Over time the ac coolant evaporates and needs to be replaced.
Also could be a bad ac pump. But try and recharge your system.

Yes, I've charged it in the past about 8-9 months ago because the same thing was happening. Is it that often though?

I solved this problem of fading out A/C by removing one of the shim washers behind the A/C clutch. Over time the clearance of the coil and clutch would be such that the magnetic coil was too far away to pull and engage the A/C clutch. I think I was charged $40 for this. Good ever since.

So I just tried recharging the system with freon today. It blew cold for about 5 minutes before going hot again. I think it has to do something with the compressor clutch. Had my dad take a look at it and he claims it wasn't engaging.
