whats signs of a bad head gasket?
I got a 94 Honda accord lx I found oil in plugs I was told it could be seals or a blow head gasket so I don't want to doo all that work for a gasket thats fine. the car dont smoke radiator fuild is fine never goes down, oil don't burn away so I thinking its just plug seals if that's so when I pull to valve cap off and I pull The rocker ARM off will that mess with the valves?

Don't have any of that so just be the plug seals now bout the rocker ARM if I pull it off will my valves still be fine or would I have to adjust them?

Start with your valve cover gasket. If the oil is still there its most likely the valve seals on the under side of the rocker arm assembly. Those motors are notorious for bad seals. Its very easy to change them and no you will will not have to re adjust the valves. Just make sure you put the assembly back on carefully and correctly cause if you dont you will bend the valves

If you have never done this before. I'd suggest you back off the adjusters before removing the rocker assy. Then after installing the rocker assy adjust the lash.
