If you are just doing it for looks, ORLY, Otterzone have them for a few bucks next to the fender escutcheons in the dress up aisle.

VGs help reduce the boundry layer which will actually increase drag, but will aide in down force and higher speed stability when used in conjunction with a spoiler or wing that is correctly shaped/installed. Which then can reduce overall drag of the vehicle.

EVOs use them to keep the air flow close to the rear of the car so as to increase the effectiveness of the EVO wing. A stock Lancer will not have those VGs because it does not use the wing.

If the goal is to reduce drag/increase MPG look into making an air dam/splitter for the front of your car first. This will be the most gain.

Seeing if a VG will do you any good would require extensive testing and good science. Look up 'tuft testing' there are several YT videos showing where a VG may help or harm performance.

Also look up websites such as ecomodder and the likes for ideas on how to increase the effective aerodynamics of your car.

That was the whole point of why I was asking for a company who made one

I wasn't looking to buy one for cosmetics

I was going to use it in conjunction of my spoiler

You can purchase them from several places. Google vortex generators and several places selling packages of 10 for ~$20. Sigma auto seems to have a pretty good warranty deal.
