VERY high idle when clutch in, surges when clutch is out
I have a 1993 Honda Accord LX. The problem began with a surging idle, it would run between 700 and 1500 rpm, then the problem became progressively worse. Now its surging between 1000 and 5000 and maintain about 4000 with the clutch pressed in. After searching the forums it seemed to be the Idle air control. I replaced it and it has the exact same issues. Any ideas?

In that picture, the FITV is the part on the right. Just some quick questions. Any vacuum leaks? How does it idle with the IACV connector unplugged? I tend to think it's not either of those if it acts up with the clutch disengaged. Have you reset your ECU since all of the replacements/cleaning? Just some simple things first.

I have disconnected the battery for 30 mins to reset the ecu. I have now tried running it with the iacv disconnected. I will look for vacuum leaks tonight. I have never looked for vacuum leaks before but I do have the Haynes manual. Any tips in locating vacuum leaks?

One thing I forgot to mention that I just remembered is that the brakes felt mushy he last few times I drove it. Don't know if it helps but thought I add.

after visually inspecting vacuum hoses and fittings as well as the throttle body gasket and manifold gaskets, "probe" around mating surfaces and joints with a spray of carb cleaner or starting fluid while the engine is idling. you should hear a change in the surging or idle speed when you spray a leaking area.
more to the point, i've never seen a vacuum leak cause a motor to idle that high (or surge that high)... run through the troubleshooting section in your repair manual to be sure you're covering all bases. check that the throttle cable hasn't been over tightened. there should be a small bit of slack in the cable when it's fully shut. also, make sure you have an idle adjust screw...
