Default Rough Idle, studder acceleration, no start.

Onto my next problem on my 97 accord. I know have an electrical issue of some sort becuase my alternator is pushing the full 13v when the car is running. Under braking at low idle the radio will shut off if its turned up too loud and the lights dim. Today i got a CEL for high ELD voltage which caught my eye. The fuel filter on it is very old so i'm wonder if the random studdering and random rough idle is due to that but as far as the ELD I'm not sure if its actually the ELD failling or if its just due to weak electrical circuits. Can anyone shed some light on this for me?

At higher RPMs i'm good but when its lower I can notice weakness in the elec system.

.

Sounds like your Alternator may be going out soon. It should be around 14 volt when the car is running. 13v is a little low.
