Radio isn't working!! Please help! 1991 Honda Accord LX

Radio isn't working!! Please help! 1991 Honda Accord LX
OK. I've recently had a problem where my windows weren't working. Turned out that the wiring was really during so I just disconnected the wires then connected it again and now my windows are working. Now I'm having a problem with my radio.
It is the factory radio that came in the Accord. Basically when I turn on the car and twist the **** to turn on the radio, nothing happens besides the sound of what seems to be somthing possibly turning in the radio kinda like the sound you hear when your playing a tape. I've checked and their is no tape in the stereo at all. Also the sound goes on and off abut 10 times.There is no words that come on the little screen. I've looked up wiki answers and nothing.
I know there's a serial number and a code you have to put in. But there's no sign of life in the radio besides that sound it makes when I turn on the radio. It's been like this for a while now. I have no experience with advanced wiring, just the basic unplug and plug.
Could it just be a dirty connection like my windows were?
Also, is there a way to plug my car speakers straight into my smartphone? Or possibly just buy some bluetooth speakers and put them were my current speakers are and just connect it through bluetooth?
