Do i have to take out the spark plugs out first before removing the valve cover?

If you are asking if you need to remove the spark plugs first. You might what to get yourself an Accord manual before trying to replace the spark plug tube o-rings.
They are the ones below the rocker assembly (red). The rocker assembly requires certain removal and installation procedures that are found in the manual. Once you remove the rocker assembly it could possibly fall apart. And there are a lot of small parts involved. Therefore you would definitely need a manual to put it all back together.

The 'O' Rings should have came with the valve cover gasket kit.
When you do this, becareful when pulling the rocker assembly. When I got mine off, the end two rockers came off and went all over the place. I managed to get it back together correctly, but it was a PITA. Also make sure you torque the bolts back to spec.
