I am having similar problems, only it goes to 3500 rpm. supposedly it is the crank position sensor, on mine anyways, but I have replace my dist cap already, I am hoping it is just a bad part and can replace it. Otherwise I don't know, but good luck with yours hopefully now you have a starting point

From your other post and this post, sounds like you have an ECU problem.

i had the same issue. my crank sensor located on the drivers side of the block had some chafed wires, causing a short, and not letting it rev past 3000. Go to a yard and get this sensor. I got mine for $100, the dealer will charge $469, thats not installed either.

I'm using my f22b2 non vtec
distributor
automatic transmission
intake
wiring harness
I have cel my catalytic converter its bad
i replace with another one but don't have the plug for the o2 sensor
i put in N and i push gas and rpms go to 7000 rpms but smells like burn gas...
when i run the car fill go slow and I can hear a noice around the crankshaft pully when I push gas.

Now what if we have the same issue but no check engine light. I have a 1991 ex 2.2 and it runs rough and after trying to get up a steep hill in 1st gear the car would not even reach 3k rpms eventually dying at the top. I had to let it sit for a while before it start again. I reset the ecu and the car started but the problem continued. It died every time I tried to go up a hill without reaching speeds before. eventually the car died and I was unable to restart it. I think due to the battery dying.
