1993 Accord LX, auto

After driving the car on the highway for about 15 minutes, followed by stop & go traffic, the temp gauge creeps up and will come back down when:
- I begin moving
- point the "face" air vents toward the windows, roll the windows down, turn the heat on full blast.

I've noticed after driving it like this and "managing" the temperature manually, I park to go in to work and I don't hear the radiator fans turning on as I would expect.

I've replaced all the temp sensors, the thermostat, the water pump, bled and burped the coolant. Really the only thing I haven't done yet is replace the relay. Is there a way to test the relay with basic tools (multimeter, etc...)?

Noteworthy: The last time I was idling the car to burp the coolant, the radiator fan turned on after what seemed like an eternity. When I went to look at the gauge inside, it was almost in the red (!). Can relays (or sensors) go bad to where they will delay activating like this?

Sounds like either one or both of the fans aren't coming on.

One or both fans come on when I turn the A/C on (might just be the condenser fan, I can't remember exactly)...
