Ignition and steering wheel locked

Ignition and steering wheel locked
Steering wheel is locked, key won't turn.
Wheels are turned and locked to the left.
I have a 96 Honda Accord LX with a Manual transmission.
What I've tried:
turning wheel while turning key
tapping key while turning key and not turning
key lock de- icer for lube
WD-40
Jacking front end to try to turn wheels
I'm posting this for my friend, whom just got the car. He was thinking that the ignition pops out a little when he removed the key, but he wasn't sure. If they are supposed to pop out a little, it is not popping out either.
Is the column lock mechanism also in the ignition cylinder lock?
Will it help to remove the Ignition cylinder lock and take it to the shop?

Usually if you pull the steering wheel to the left as far as you can. Then while still holding the steering wheel try to turn the ignition. That will usually unlock it.

Re: Ignition and steering wheel locked
Is the key stuck in the ignition? It could be a worn out key? I had this happen to me recently. If you could check the key, look for wearing at the end of the key.

The only way to remove the lock cylinder is for the key to be in the on position. Then you would need to push in a pin to remove it. That will probably unlock it but I'm not certain.
Otherwise you have to drill out the assembly. It's a real bitch.
