On your year it is an OBD1 code.
The ECU only monitors the lift sensor on the EGR valve.
So either no vacum is being supplied at the proper time; OR ;
The lift sensor is defective.
With the engine fully warmed up, you can raise the RPM up thru 1500-1700 range and there should be vacum to the EGR valve.
On those valves you can slip your finger under the top and feel the diaphram pull back.
Now, likewise you can check for blocked EGR ports;
Have the engine at idle,fully warmed, and slip your finger under the top of the valve and raise the diaphram "manually"; the engine should stumble severely or die.
