Default Cant set timing 93 accord

I tried today to adjust my timing cause of valve noise.I hooked up a timing light, ran engine to operating temp, jumped the plug at the kick panel, loosened dizzy, removed the rubber plug.Found the timing is way off moved the dizzy and it wouldnt move no more.Checked with timing light and is still off.If I take out the dizzy bolts I believe I can set the timing. But the dizzy bolts wont line up.Anyone have any suggestions on what is wrong.Could the timing belt be a few notches off?I checked he firing order and its correct.

If your jumper wire is not conducting the CEL will not be lit and the timing is still going to be adjusted by the ECU. Can usually tell if the jumper is working by watching the base timing, if it is steady the jumper is working, if it still jumps around the ECU still has control.
If the timing is stable and not adjusting but the timing is off recheck the camshaft timing belt adjustment, it is either not correctly timed or the tensioner on the timing belt has loosened and allowed slop/retarded timing.

If by "valve noise" you mean ping under load the first do as MAD MIKE posted and if all is good and base timing is ok and you still have ping then remember the computer does the timing so get better gas.

Check the big acorn nut on the timing cover. It should not be loose, if it is you have found your problem.

Acorn nut should be below the motor mount coming through the timing cover on a 4cyl.

May be a "noob" by thread count but Honda has seen fit to give me Master tech status.

When setting tension on the belt, that nut locks down the timing belt idlers. Installer never physically tightens the belt, that is the job of the spring loaded idlers.

If that nut comes loose the idlers will be allowed to move, causing slack in the belt and disrupting cam/ignition timing.

Well I have tore the timing cover off and found the timing belt looks like it had been replaced.Lined up the crankshaft ,and looked at where the cam was sitting according to the marks.I have found the problem to why the engine cant be timed. The cam appeared to be a couple of teeth off.Hopefully when I get this thing together I can get the dizzy timed right and the misfire feeling will be gone.

No washer. But the groove on the nut retains a rubber washer grommet that seals the timing belt cover to nut. #27 90401-PT0-000 ~$3
