Default '99 Accord vtec #4 misfire

I have been a long time lurker here and you all have helped me fix a lot of issues with my wife's Accord...so thanks for that!

1999 Accord EX 4 cyl VTEC with 160k, now I have an issue that has stumped me. the sequence of events is; got EGR insufficient flow code and replaced EGR to no avail. We drove it longer than we should have with the CEL on until the problem was discovered (thanks to this forum), cleaned all of the crap out of the passage from EGR to intake plenum and no EGR code yet! Only about two weeks after got another code 1399 (pending code) and 0304 #4 (blinking CEL) misfire. At first the car ran normal but slowly degraded (over a few days) until it was obviously missing at idle. New cap, rotor, plugs, tested ignition coil, injectors and adjusted valve lash.

Did a comp. test and got 185-190 on #1,2,3 but 90 on #4. Wet comp. test came back the same so I am pretty sure its not the piston rings. Filled the cylinder with about 20 psi of air and heard a faint whistle around the primary intake valve on the top side (valve cover removed) but could not hear it through the T.B.

A friend told me that it may have excessive carbon in it gunking up the valve so I soaked the cylinder in some decarbonizer and seafoamed it. This raised the compression about 20 psi and made the car run A LOT better....for two days!?! Now the 0304 code is back and blinking and the newly smooth engine is starting to roughen up again.

My questions are:

Can I feel safe that I don't have any major issues (bent/burnt valve, cracked head) since it was running great after a little cleaning?

Is it possible that the valve I heard the whistle from is leaking oil down the valve stem so bad that it only takes a matter of days to cause a valve seating problem?

Since the car ran so long with the CEL light on (fromt he EGR issue) is it possible that the rich running engine (limp mode) caused excessive carbon build up (especially in cylinder #4 since it is the first to get air after the T.B.) and it may just need to be cleaned again...and again...and again and maybe it will stop?
