Default 93' idle flux after braking??

ok- so I have been doing all the research on the idle problems on these cars. I have cleaned my IACV and made sure my FITV is tight. After I cleaned the IACV it seemed to have gone away and it idled lower (about 650 which I thought was correct). Its back! After the car is warm, I have noticed that hitting the brake pedal will surge the idle up and then it starts to fluctuate some. Then if I let it sit with my foot off the brake it sometimes calms down (sometimes it just keeps surging). I think the ECM detects brake pedal and boosts idle, but why is it boosting it so much-- is a sensor bad or ECM bad? Any other suggestions??

oh- and the rpms it flux's between is 1500 and 1100. If it settles it has been going to 900 but now it never seems to go down to 650.

The brakes are vacume assit from the engine. A classic symtom of a vacume leak is idle change or flux? I would see if the vacume hose going to the brake booster/master cylinder is cracked or leaking or worse the booster diaphram inside the brake booster is leaking vacume while under load..
