92 accord ex no start

92 accord ex no start
I have a 92 accord ex auto that won't start.
The engine cranks fine and will start with starting fluid and die after a few seconds so I know I'm not getting fuel pressure.
When I turn the key on the CEL doesn't shut off or click and the D4 light flashes so I thought ecu fuse or main relay. I checked the fuse and it was good and replaced the relay and the problem persists.
I also pulled apart the old relay and inspected the solder joints as this is a common failure point but they all seemed good.
Any suggestions?

Could it be the ignition switch not sending signal to the main relay for the fuel pump?
I really thought it was the relay with the symptoms I was having.

I did 2 tests with a multimeter that confirmed voltage.
First test:
Disconnect the main relay from the connector. Connect your black probe of your multimeter to terminal 2. Connect your red probe to terminal 1. There should be battery voltage. If not then check the ECU fuse.
Results: ~10.2v
Second test:
Turn the ignition switch to ON. Connect your black probe of your multimeter to terminal 2. Connect your red probe to terminal 5. There should be battery voltage. If not then check the fuse or the ignition switch.
Results: ~12v
I double checked the following fuses and they were good.
Under-hood: Backup, ECU
Under-dash: EAT/ECU, Starter signal
I also cannot pull CEL codes.
I am getting codes 5,14 on the D4 light, it has never blinked until the day it wouldn't start.
I am desperate here as the car is stuck at my work and it is the only car I can drive because I put my civic up for the winter. Also I work two welding jobs 65 hours a week so I don't have time to work on it during the week.

I don't know but I ran a direct 12v source to the fuel pump and it still won't turn on so I'm gonna go ahead and say the pump is shot. I have a parts car about 50 miles away I can get one from to check. I'll probably just cut a hole in the trunk to access it as it's my winter beater and I'll probably junk it in the spring anyways. Thanks for the suggestions.
