Default 1995 Accord EX A/C Question

Ok , Im about 99.9% Sure I have an electrical issue with my Car, The Compressor does not turn on nor does the A/C Fan, But if I apply Direct power to the AC Fan or the Compressor they both do come on.. the air does get cold.. so my question is.. what else could it be.. here are the things i have replaced from a junkyard

* Tried 3 Different AC Control units (the one in the Dash) my original one and two I got from a junk yard , Does nothing Different

* Tried new Relays from the Junkyard for the compressor and AC fan , the ones located next to the radiator

* Swapped the A/C Fan Relay with the Power Windows Relay , Relay is Good..

The Compressor is good and there are no leaks in my system , had a mechanic do a leak test with an ac machine , Vacuumed System and all..

This is Driving me nuts as its extremely Hot here in Florida..

I dont care if I have to run a Manual On/Off Switch That I can Run in the Car? I also too the Plug that goes into the back of the AC button in the Car to try and find a wire that would engage the Fan and Compressor but even in my haynes Manual it does shine a light on which wire I would need to wire up to get this working...

I dont mind if I have to wire up another switch to replace the AC switch inside that car.. as long as it works..

a Side note.. I have no Speedometer.. Ive even swapped the Gauge Cluster out with two other ones , is there a speed sensor on this car that I can Swap out?

I just picked this Car up and its my 3rd 5th Gen Accord , ive been able to fix ac issues before with replacing the Compressor or the switch inside the car.

*Update*

Since ive pretty much changed almost everything else.. do you think the fan timer could be causing my condensor fan and Compressor not to turn on when I hit the switch?

a 100 Views and no one else knows what could be wrong or even tips to point me in the right direction? Ive searched this site.. Accordtuner.. nothing.. have tried everything That ive seen that may fix the issue , still no resolution.
