Default Valves and retainers

If you replace the springs in a Ls head do you have to replace the retainers

No you don't have to but anytime I change springs I change retainers and keepers as well.

If your turbocharging, a valve seal with a good viton coating is nice.. Otherwise, OEM will do the job like just about anything else.
