What turbo manifold are you running? Where is the wastegate flange located?

its the stock greddy manifold , and the wastegate is internal.

What pressure source are you using for the boost controller? Off the turbine or off the manifold?

What do you mean by "overboosting?"

How much boost over your set limit? When? How fast?

Vacc lines wont colapse under boost!

Check the hose to the actuator is clear, then try compressed air into the line and see what pressure the actuator opens the internal wastegate at, i could be that the actuator has too much preload.

yeah you rotate the thread actuator rod, and this preloads teh spring, you could be making the preload so much thatthe wastage cant open fully to expecl excss air at the full acturor travel, fine at lower revs but as the revs increase and mmore gases passes through engine and hence exhuast not as much can bypass the turbine thorugh the wastegate and hence you get boost creep over the set limit.
