chips dont just remap.
you need to get the chip reflased.
02 wont work for the p28?? you're gonna confuse people.
you want your p28 to work w/ or w/o the 02?
If you just need a reflash, i dont mind doing it for you. no charge, just cover the shipping.

the VTEC that's in the P28 is literally identical to the P07.
VTEC is a control line that energizes a solinoid that opens an oil gallery in the head.
the 12V signal is the same, it simply lines up with the fuel/ignition maps very differently.
the Z1 will sound louder and may even feel faster with a P28, but if you take actual measurements of the two, you'll see that the Z1 runs better with the P07.
likely what you are feeling currently is power dropping off before VTEC, then it picks back up when it switches to the high cam maps and cam lobes.
Also you're not enoying the higher mpg that the Z1 can deliver in the lower RPMs.
as far as the O2, P07 = 5-wire Wideband, P28 = 4-wire narrow band.
the two are not compatable with each other.
(unless you have a P07-L01 or P07-L02, which use a 4-wire O2 for the cali-emissions)
one other thought, P28 = around $100, P07 = around $40
if you have the five wire O2 in the car all ready, that's a pretty easy choice to me.
